Reviewed by Terry Bagwell · CA Lic. #0D85121Updated November 5, 2026 5 min read

Looking for an insurance agent in Sacramento who can actually shop your policy? We are an independent agency, so we are not tied to one insurance company. Our office is in Roseville, about 25 minutes up I-80, and we write homes, cars, rentals and small businesses all over Sacramento. Most clients never need to visit: quotes, applications and signatures happen by phone, email and e-sign.

What makes Sacramento homes different to insure

Older homes in the central neighborhoods. East Sacramento, Land Park, Curtis Park and the Fabulous 40s are full of homes built in the 1920s–1950s. Carriers ask hard questions about those houses: the age of the roof, whether any knob-and-tube wiring or fuse panels remain, galvanized or cast-iron plumbing, and when the water heater was replaced. Have those update years ready and many more carriers will quote. If you don't know them, we can often find them in the city's building-permit records.

Flood exposure in Natomas and along the rivers. Much of Sacramento sits behind levees on the American and Sacramento Rivers. A standard homeowners policy does not cover flood, no matter which carrier writes it. If your lender requires flood insurance (or you simply want it), we quote both NFIP and private flood policies. Private flood is often cheaper for homes that sit higher than the base flood elevation.

Tree-lined streets. Sacramento's tree canopy is beautiful, but carriers notice limbs over the roof. Falling-tree damage to your home is covered. Removing a tree that fell and hit nothing usually isn't.

Coverage we write in Sacramento

  • Homeowners (HO-3), condo (HO-6) and renters policies
  • FAIR Plan alternatives, plus DIC policies when a FAIR Plan policy has to stay in place
  • Landlord / rental-dwelling (DP-3) policies for Sacramento rentals and duplexes
  • Auto, motorcycle, RV and umbrella
  • Flood insurance, NFIP and private
  • Small business, commercial auto and workers' compensation

How it works

  1. Send us your current declarations page, or just the address and your vehicles.
  2. We run the home across admitted carriers and, when needed, non-admitted (surplus lines) markets.
  3. You get a side-by-side comparison, usually within one business day. We handle the switch and make sure there's no gap in coverage.

Frequently asked questions

Is there an independent insurance agent near me in Sacramento?

Yes. Terry Bagwell Insurance Agency is an independent agency at 1100 Melody Lane in Roseville, about 25 minutes from downtown Sacramento. We write clients throughout the city and county, and almost everything is handled by phone, email and e-signature, so you don't need to come in.

Does homeowners insurance cover flooding in Natomas?

No. Homeowners policies exclude flood. Natomas homeowners need a separate flood policy, either through the National Flood Insurance Program or a private flood carrier. We quote both and can tell you whether your lender's requirement can be met with private flood.

My older East Sacramento home keeps getting declined. Why?

It is usually the systems, not the neighborhood: an old roof, a fuse or obsolete breaker panel, knob-and-tube wiring or original galvanized plumbing. Documented updates open up many more carriers. When a standard carrier still says no, we place the home with a non-admitted carrier instead of defaulting to the FAIR Plan.

Can you insure my Sacramento rental property?

Yes. Rentals need a landlord (dwelling-fire, usually DP-3) policy, not a homeowners policy. We quote single-family rentals, duplexes and fourplexes, and we can bundle them with your own home and auto when that saves money.
